Bu sorun PHP sürüm hatasından kaynaklanır.

phpBB 3.2 sürümleri PHP 7.3 ile uyumsuzdur. Eğer böyle ise PHP 7.2 sürümüne düşürün. phpBB 3.3 sürümü PHP 7.3 uyumlu olacak fakat henüz geliştirme aşamasındadır. Önümüzdeki yılın ilk veya ikinci çeyreğinde stabil sürüm gelecektir diye tahmin ediyorum.

Bu arada board.php dil paketi ile ilgili bir dosyadır. Dil paketini de kontrol edip, gerekli ise güncelleyiniz.
